Verse 3

Say to Rehoboam, the son of Solomon, king of Judah, and to all Israel in Judah and Benjamin,

Gen 49:28 : 28 These are the twelve tribes of Israel: and these are the words their father said to them, blessing them; to every one he gave his blessing.
Exod 24:4 : 4 Then Moses put down in writing all the words of the Lord, and he got up early in the morning and made an altar at the foot of the mountain, with twelve pillars for the twelve tribes of Israel.
