Verse 14

“Look! I am about to bring a nation against you, family of Israel.” The LORD, the God who commands armies, is speaking.“They will oppress you all the way from Lebo Hamath to the stream of the rift valley.”

It will reach flood stage and overflow its banks. 8 It will spill into Judah, flooding and engulfing, as it reaches to the necks of its victims. He will spread his wings out over your entire land, O Immanuel.”
Isa 10:5-6 : 5 The Lord Turns on Arrogant Assyria Beware, Assyria, the club I use to vent my anger, a cudgel with which I angrily punish. 6 I sent him against a godless nation, I ordered him to attack the people with whom I was angry, to take plunder and to carry away loot, to trample them down like dirt in the streets.
