Verse 4

Then the local people began to discourage the people of Judah and to dishearten them from building.

Ezra 3:3 : 3 They established the altar on its foundations, even though they were in terror of the local peoples, and they offered burnt offerings on it to the LORD, both the morning and the evening offerings.
Neh 4:7-8 : 7 (4:1) When Sanballat, Tobiah, the Arabs, the Ammonites, and the people of Ashdod heard that the restoration of the walls of Jerusalem had moved ahead and that the breaches had begun to be closed, they were very angry. 8 All of them conspired together to move with armed forces against Jerusalem and to create a disturbance in it.
Neh 4:11 : 11 Our adversaries also boasted,“Before they are aware or anticipate anything, we will come in among them and kill them, and we will bring this work to a halt!”
Neh 6:9 : 9 All of them were wanting to scare us, supposing,“Their hands will grow slack from the work, and it won’t get done.” So now, strengthen my hands!
Isa 35:3-4 : 3 Strengthen the hands that have gone limp, steady the knees that shake! 4 Tell those who panic,“Be strong! Do not fear! Look, your God comes to avenge! With divine retribution he comes to deliver you.”
Jer 38:4 : 4 So these officials said to the king,“This man must be put to death. For he is demoralizing the soldiers who are left in the city as well as all the other people there by these things he is saying. This man is not seeking to help these people but is trying to harm them.”
