Verse 4

I will install rulers over them who will care for them. Then they will no longer need to fear or be terrified. None of them will turn up missing. I, the LORD, promise it!

Hos 3:3-5 : 3 Then I told her,“You must live with me many days; you must not commit adultery or become joined to another man, and I also will wait for you.” 4 For the Israelites must live many days without a king or prince, without sacrifice or sacred fertility pillar, without ephod or idols. 5 Afterward, the Israelites will turn and seek the LORD their God and their Davidic king. Then they will submit to the LORD in fear and receive his blessings in the future.
Mic 5:2 : 2 A King Will Come and a Remnant Will Prosper(5:1) As for you, Bethlehem Ephrathah, seemingly insignificant among the clans of Judah– from you a king will emerge who will rule over Israel on my behalf, one whose origins are in the distant past.
