Verse 6

“My people have been lost sheep. Their shepherds have allowed them to go astray. They have wandered around in the mountains. They have roamed from one mountain and hill to another. They have forgotten their resting place.

Isa 56:10-12 : 10 All their watchmen are blind, they are unaware. All of them are like mute dogs, unable to bark. They pant, lie down, and love to snooze. 11 The dogs have big appetites; they are never full. They are shepherds who have no understanding; they all go their own way, each one looking for monetary gain. 12 Each one says,‘Come on, I’ll get some wine! Let’s guzzle some beer! Tomorrow will be just like today! We’ll have everything we want!’

Jer 2:32 : 32 Does a young woman forget to put on her jewels? Does a bride forget to put on her bridal attire? But my people have forgotten me for more days than can even be counted.
Ezek 34:25-28 : 25 “‘I will make a covenant of peace with them and will rid the land of wild beasts, so that they can live securely in the wilderness and even sleep in the woods. 26 I will turn them and the regions around my hill into a blessing. Zech 11:4-9 : 4 The LORD my God says this:“Shepherd the flock set aside for slaughter. 5 Those who buy them slaughter them and are not held guilty; those who sell them say,‘Blessed be the LORD, for I am rich.’ Their own shepherds have no compassion for them. 6 Indeed, I will no longer have compassion on the people of the land,” says the LORD,“but instead I will turn every last person over to his neighbor and his king. They will devastate the land, and I will not deliver it from them.” 7 So I began to shepherd the flock destined for slaughter, the most afflicted of all the flock. Then I took two staffs, calling one“Pleasantness” and the other“Union,” and I tended the flock. 8 Next I eradicated the three shepherds in one month, for I ran out of patience with them and, indeed, they detested me as well. 9 I then said,“I will not shepherd you. What is to die, let it die, and what is to be eradicated, let it be eradicated. As for those who survive, let them eat each other’s flesh!”
Jer 50:19 : 19 But I will restore the flock of Israel to their own pasture. They will graze on Mount Carmel and the land of Bashan. They will eat until they are full on the hills of Ephraim and the land of Gilead.
Ezek 34:4-9 : 4 You have not strengthened the weak, healed the sick, bandaged the injured, brought back the strays, or sought the lost, but with force and harshness you have ruled over them. 5 They were scattered because they had no shepherd, and they became food for every wild beast. 6 My sheep wandered over all the mountains and on every high hill. My sheep were scattered over the entire face of the earth with no one looking or searching for them. 7 “‘Therefore, you shepherds, listen to the LORD’s message: 8 As surely as I live, declares the Sovereign LORD, my sheep have become prey and have become food for all the wild beasts. There was no shepherd, and my shepherds did not search for my flock, but fed themselves and did not feed my sheep, 9 Therefore, you shepherds, listen to the LORD’s message: 10 This is what the Sovereign LORD says: Look, I am against the shepherds, and I will demand my sheep from their hand. I will no longer let them be shepherds; the shepherds will not feed themselves anymore. I will rescue my sheep from their mouth, so that they will no longer be food for them. 11 “‘For this is what the Sovereign LORD says: Look, I myself will search for my sheep and seek them out. 12 As a shepherd seeks out his flock when he is among his scattered sheep, so I will seek out my flock. I will rescue them from all the places where they have been scattered on a cloudy, dark day.
Matt 15:24 : 24 So he answered,“I was sent only to the lost sheep of the house of Israel.”
Matt 18:10-13 : 10 The Parable of the Lost Sheep“See that you do not disdain one of these little ones. For I tell you that their angels in heaven always see the face of my Father in heaven. 12 What do you think? If someone owns a hundred sheep and one of them goes astray, will he not leave the ninety-nine on the mountains and go look for the one that went astray? 13 And if he finds it, I tell you the truth, he will rejoice more over it than over the ninety-nine that did not go astray.
Luke 15:4-7 : 4 “Which one of you, if he has a hundred sheep and loses one of them, would not leave the ninety-nine in the open pasture and go look for the one that is lost until he finds it? 5 Then when he has found it, he places it on his shoulders, rejoicing. 6 Returning home, he calls together his friends and neighbors, telling them,‘Rejoice with me, because I have found my sheep that was lost.’ 7 I tell you, in the same way there will be more joy in heaven over one sinner who repents than over ninety-nine righteous people who have no need to repent.
1 Pet 2:25 : 25 For you were going astray like sheep but now you have turned back to the shepherd and guardian of your souls.
