Verse 20

Joshua and the Israelites almost totally wiped them out, but some survivors did escape to the fortified cities.

Josh 8:24 : 24 When Israel had finished killing all the men of Ai who had chased them toward the wilderness(they all fell by the sword), all Israel returned to Ai and put the sword to it.
Josh 10:10 : 10 The LORD routed them before Israel. Israel thoroughly defeated them at Gibeon. They chased them up the road to the pass of Beth Horon and struck them down all the way to Azekah and Makkedah.

Deut 20:16 : 16 Laws Concerning War with Canaanite Nations As for the cities of these peoples that the LORD your God is going to give you as an inheritance, you must not allow a single living thing to survive.
