Verse 10

but the goat which has been designated by lot for Azazel is to be stood alive before the LORD to make atonement on it by sending it away to Azazel into the desert.

Rom 3:25 : 25 God publicly displayed him at his death as the mercy seat accessible through faith. This was to demonstrate his righteousness, because God in his forbearance had passed over the sins previously committed.
Rom 4:25 : 25 He was given over because of our transgressions and was raised for the sake of our justification.
