Verse 4

The LORD has worked everything for his own ends– even the wicked for the day of disaster.

Rom 9:22 : 22 But what if God, willing to demonstrate his wrath and to make known his power, has endured with much patience the objects of wrath prepared for destruction?
1 Pet 2:8 : 8 and a stumbling-stone and a rock to trip over. They stumble because they disobey the word, as they were destined to do.
Isa 43:21 : 21 the people whom I formed for myself, so they might praise me.”
Isa 43:7 : 7 everyone who belongs to me, whom I created for my glory, whom I formed– yes, whom I made!

Job 21:30 : 30 that the evil man is spared from the day of his misfortune, that he is delivered from the day of God’s wrath?
