Verse 25

Then Samuel told the people the regulations of the kingdom, and wrote it in a book, and laid it up before Yahweh. Samuel sent all the people away, every man to his house.

1 Sam 8:11-18 : 11 He said, "This will be the way of the king who shall reign over you: he will take your sons, and appoint them to him, for his chariots, and to be his horsemen; and they shall run before his chariots; 12 and he will appoint them to him for captains of thousands, and captains of fifties; and [he will set some] to plow his ground, and to reap his harvest, and to make his instruments of war, and the instruments of his chariots. 13 He will take your daughters to be perfumers, and to be cooks, and to be bakers. 14 He will take your fields, and your vineyards, and your olive groves, even the best of them, and give them to his servants. 15 He will take the tenth of your seed, and of your vineyards, and give to his officers, and to his servants. 16 He will take your male servants, and your female servants, and your best young men, and your donkeys, and put them to his work. 17 He will take the tenth of your flocks: and you shall be his servants. 18 You shall cry out in that day because of your king whom you shall have chosen you; and Yahweh will not answer you in that day."
Ezek 45:9-9 : 9 Thus says the Lord Yahweh: Let it suffice you, princes of Israel: remove violence and spoil, and execute justice and righteousness; dispossessing my people, says the Lord Yahweh. 10 You shall have just balances, and a just ephah, and a just bath.
Ezek 46:16-18 : 16 Thus says the Lord Yahweh: If the prince give a gift to any of his sons, it is his inheritance, it shall belong to his sons; it is their possession by inheritance. 17 But if he give of his inheritance a gift to one of his servants, it shall be his to the year of liberty; then it shall return to the prince; but as for his inheritance, it shall be for his sons. 18 Moreover the prince shall not take of the people's inheritance, to thrust them out of their possession; he shall give inheritance to his sons out of his own possession, that my people not be scattered every man from his possession.
Rom 13:1-7 : 1 Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God. 2 Therefore he who resists the authority, withstands the ordinance of God; and those who withstand will receive to themselves judgment. 3 For rulers are not a terror to the good work, but to the evil. Do you desire to have no fear of the authority? Do that which is good, and you will have praise from the same, 4 for he is a servant of God to you for good. But if you do that which is evil, be afraid, for he doesn't bear the sword in vain; for he is a servant of God, an avenger for wrath to him who does evil. 5 Therefore you need to be in subjection, not only because of the wrath, but also for conscience' sake. 6 For this reason you also pay taxes, for they are servants of God's service, attending continually on this very thing. 7 Give therefore to everyone what you owe: taxes to whom taxes are due; customs to whom customs; respect to whom respect; honor to whom honor.
1 Tim 2:2 : 2 for kings and all who are in high places; that we may lead a tranquil and quiet life in all godliness and reverence.
Titus 3:1 : 1 Remind them to be in subjection to rulers and to authorities, to be obedient, to be ready for every good work,
1 Pet 2:13-14 : 13 Therefore subject yourselves to every ordinance of man for the Lord's sake: whether to the king, as supreme; 14 or to governors, as sent by him for vengeance on evildoers and for praise to those who do well.
