Verse 3

he took counsel with his princes and his mighty men to stop the waters of the springs which were outside of the city; and they helped him.

2 Kgs 18:20 : 20 You say (but they are but vain words), 'There is counsel and strength for war.' Now on whom do you trust, that you have rebelled against me?
2 Kgs 20:20 : 20 Now the rest of the acts of Hezekiah, and all his might, and how he made the pool, and the conduit, and brought water into the city, aren't they written in the book of the chronicles of the kings of Judah?

Prov 15:22 : 22 Where there is no counsel, plans fail; but in a multitude of counselors they are established.
Prov 20:18 : 18 Plans are established by advice; by wise guidance you wage war!
