Verse 4

He who sits in the heavens will laugh. The Lord will have them in derision.

Ps 59:8 : 8 But you, Yahweh, laugh at them. You scoff at all the nations.
Ps 37:13 : 13 The Lord will laugh at him, for he sees that his day is coming.
Isa 40:22 : 22 It is he who sits above the circle of the earth, and its inhabitants are like grasshoppers; who stretches out the heavens like a curtain, and spreads them out like a tent to dwell in;
