Verse 13

These have one mind, and they give their power and authority to the beast.

Rev 17:17 : 17 For God has put in their hearts to do what he has in mind, and to be of one mind, and to give their kingdom to the beast, until the words of God should be accomplished.
Isa 10:5-7 : 5 Alas Assyrian, the rod of my anger, the staff in whose hand is my indignation! 6 I will send him against a profane nation, and against the people who anger me will I give him a command to take the spoil and to take the prey, and to tread them down like the mire of the streets. 7 However he doesn't mean so, neither does his heart think so; but it is in his heart to destroy, and to cut off not a few nations.
