Verse 32

For out of Jerusalem shall go forth a remnant, and out of Mount Zion those who shall escape. The zeal of Yahweh of Hosts will perform this.

Isa 9:7 : 7 Of the increase of his government and of peace there shall be no end, on the throne of David, and on his kingdom, to establish it, and to uphold it with justice and with righteousness from henceforth even forever. The zeal of Yahweh of Hosts will perform this.
