Verse 2

The praise of Moab is no more; in Heshbon they have devised evil against her: Come, and let us cut her off from being a nation. You also, Madmen, shall be brought to silence: the sword shall pursue you.

They form an alliance against you. 6 The tents of Edom and the Ishmaelites; Moab, and the Hagrites; 7 Gebal, Ammon, and Amalek; Philistia with the inhabitants of Tyre; 8 Assyria also is joined with them. Isa 15:1 : 1 The burden of Moab. For in a night Ar of Moab is laid waste, [and] brought to nothing; for in a night Kir of Moab is laid waste, [and] brought to nothing.
Isa 15:5 : 5 My heart cries out for Moab; her nobles [flee] to Zoar, to Eglath Shelishiyah: for by the ascent of Luhith with weeping they go up; for in the way of Horonaim they raise up a cry of destruction.
Isa 16:8-9 : 8 For the fields of Heshbon languish, [and] the vine of Sibmah; the lords of the nations have broken down the choice branches of it, which reached even to Jazer, which wandered into the wilderness; its shoots were spread abroad, they passed over the sea. 9 Therefore I will weep with the weeping of Jazer for the vine of Sibmah; I will water you with my tears, Heshbon, and Elealeh: for on your summer fruits and on your harvest the [battle] shout is fallen.
Num 21:25-30 : 25 Israel took all these cities: and Israel lived in all the cities of the Amorites, in Heshbon, and in all the towns of it. 26 For Heshbon was the city of Sihon the king of the Amorites, who had fought against the former king of Moab, and taken all his land out of his hand, even to the Arnon. 27 Therefore those who speak in proverbs say, Come you to Heshbon; Let the city of Sihon be built and established: 28 For a fire is gone out of Heshbon, A flame from the city of Sihon: It has devoured Ar of Moab, The lords of the high places of the Arnon. 29 Woe to you, Moab! You are undone, people of Chemosh: He has given his sons as fugitives, His daughters into captivity, To Sihon king of the Amorites. 30 We have shot at them; Heshbon is perished even to Dibon, We have laid waste even to Nophah, Which [reaches] to Medeba.
