Verse 12

Their houses shall be turned to others, their fields and their wives together; for I will stretch out my hand on the inhabitants of the land, says Yahweh.

Zeph 1:13 : 13 Their wealth will become a spoil, and their houses a desolation. Yes, they will build houses, but won't inhabit them. They will plant vineyards, but won't drink their wine.
