Verse 4

And if with one they blow, then have the princes, heads of the thousands of Israel, met together unto thee;

Exod 18:21 : 21 `And thou -- thou dost provide out of all the people men of ability, fearing God, men of truth, hating dishonest gain, and hast placed `these' over them, heads of thousands, heads of hundreds, heads of fifties, and heads of tens,
Num 7:2 : 2 and the princes of Israel (heads of the house of their fathers, they `are' princes of the tribes, they who are standing over those numbered) bring near,
Deut 1:15 : 15 `And I take the heads of your tribes, men, wise and known, and I appoint them heads over you, princes of thousands, and princes of hundreds, and princes of fifties, and princes of tens, and authorities, for your tribes.
