Transliteration

And you weʾattāh when kî-hizhartā rāšāʿ and not welōʾ-šāḇ from his mērišʿô and from his ûmiddarkô hārešāʿāh, he hûʾ in his baʿăwōnô shall die yāmûṯ, and you weʾattāh ʾeṯ-your nap̄šeḵā have delivered hiṣṣaltā.
