23Judah Will Be Restored The LORD of Heaven’s Armies, the God of Israel says,“I will restore the people of Judah to their land and to their towns. When I do, they will again say of Jerusalem,‘May the LORD bless you, you holy mountain, the place where righteousness dwells.’
31“Indeed, a time is coming,” says the LORD,“when I will make a new covenant with the people of Israel and Judah.
8Moreover, the LORD’s message came to me as follows:
9“The hands of Zerubbabel have laid the foundations of this temple, and his hands will complete it.” Then you will know that the LORD of Heaven’s Armies has sent me to you.
10On that day,” says the LORD,“a loud cry will go up from the Fish Gate, wailing from the city’s newer district, and a loud crash from the hills.
28In the past I saw to it that they were uprooted and torn down, that they were destroyed and demolished and brought disaster. But now I will see to it that they are built up and firmly planted. I, the LORD, affirm it!”

31For a remnant will leave Jerusalem; survivors will come out of Mount Zion. The zeal of LORD of Heaven’s Armies will accomplish this.
6And,’ says the LORD of Heaven’s Armies,‘though such a thing may seem to be difficult in the opinion of the small community of those days, will it also appear difficult to me?’ asks the LORD of Heaven’s Armies.
