Thus says the LORD of hosts: Again in this place, which is desolate without man and without beast, and in all its cities, there shall be a habitation for shepherds causing their flocks to lie down.

9Therefore, O you shepherds, hear the word of the LORD;
2The cities of Aroer are forsaken; they shall be for flocks, which shall lie down, and no one shall make them afraid.
