    23He said, 'The fourth beast will be a fourth kingdom on earth, different from all the other kingdoms. It will devour the whole earth, trample it, and crush it.'

    24The ten horns represent ten kings who will rise from this kingdom. Another king, different from the previous ones, will rise after them and will subdue three kings.

    25He will speak words against the Most High, oppress the holy ones of the Most High, and plan to change times and laws. The holy ones will be handed over to him for a time, times, and half a time.

    26But the court will convene, and his dominion will be taken away, annihilated, and destroyed forever.

    27Then the kingdom and dominion and greatness of the kingdoms under the whole heaven will be given to the people of the holy ones of the Most High. Their kingdom will be an everlasting kingdom, and all rulers will serve and obey them.
