41Then Moses set apart three cities east of the Jordan.

4The one who flees to one of these cities must stand at the entrance of the city gate and explain their case to the elders of that city. They should take the person into the city, provide a place for them to stay, and allow them to live among them.
5You shall measure from outside the city: two thousand cubits on the east side, two thousand on the south side, two thousand on the west side, and two thousand on the north side, with the city in the middle. This shall be their pasture lands for the cities.
6The cities that you give to the Levites shall include six cities of refuge for someone who kills another unintentionally to flee to; in addition, give them forty-two more cities.
7The total number of cities you give to the Levites will be forty-eight, along with their pasture lands.
8The cities you give from the inheritance of the Israelites shall be proportionate: from larger tribes give more, and from smaller tribes give less. Each tribe shall give cities to the Levites in accordance with the inheritance it receives.
9The LORD spoke to Moses, saying:
2Command the Israelites to give the Levites cities to live in from their inheritance, and give them pasture lands around the cities.
3The cities will be places for them to live, and the pasture lands will be for their livestock, their property, and all their animals.
9These were the appointed cities for all the Israelites and for the foreigners living among them, so that anyone who unintentionally killed another person could flee there and not die at the hand of the avenger of blood until they stood trial before the assembly.
29When the Lord your God cuts off the nations before you, the nations you are entering to dispossess, and you drive them out and live in their land,
19'But your wives, children, and livestock—I know you have much livestock—may stay in the towns I have given you.'
20'You are to help your fellow Israelites until the LORD gives them rest, as He has done for you, and they too have taken possession of the land the LORD your God is giving them across the Jordan. After that, each of you may return to the possession I have given you.'
3So the Israelites gave the Levites, according to the LORD’s command, the following cities and pasture lands from their inheritance.
21You are to divide this land among the tribes of Israel.
10When the LORD your God brings you into the land He swore to your ancestors—Abraham, Isaac, and Jacob—to give to you, with cities great and good that you did not build,
20Follow justice and justice alone, so that you may live and possess the land the Lord your God is giving you.
4Appoint three men from each tribe. I will send them out to survey the land and map it according to their inheritances. Then they will return to me.

32From the tribe of Naphtali: Kedesh in Galilee (a city of refuge for one who had killed someone) with its pasture lands, Hammoth-dor with its pasture lands, and Kartan with its pasture lands—three cities.
12All Israel will hear and be afraid, and they will no longer do such wickedness among you.
2Command the Israelites and tell them: When you enter the land of Canaan, this is the land that will be allotted to you as an inheritance—the land of Canaan with its boundaries:
19He will drive out all your enemies before you, as the LORD has promised.
18Appoint judges and officials for each of your tribes in every town the Lord your God is giving you, and they shall judge the people fairly.
