    2Only Moses is to approach the LORD; the others must not come near, and the people must not go up with him.

    3Moses came and told the people all the LORD's words and laws. The people responded with one voice, saying, "We will do everything the LORD has said."

    4Moses wrote down all the words of the LORD. Early the next morning, he built an altar at the base of the mountain and set up twelve pillars representing the twelve tribes of Israel.

    15Moses answered his father-in-law, 'Because the people come to me to inquire of God.'
