Exodus 17:2
Therefore the people quarreled with Moses, and said, Give us water that we may drink. And Moses said to them, Why do you quarrel with me? Why do you test the LORD?

4And why have you brought the congregation of the LORD into this wilderness so that we and our livestock should die here?

1And all the congregation of the children of Israel journeyed from the wilderness of Sin, following their travels, according to the commandment of the LORD, and camped in Rephidim: and there was no water for the people to drink.
10And Moses and Aaron gathered the congregation together before the rock, and he said to them, "Hear now, you rebels; must we bring water for you out of this rock?"
11Then Moses lifted up his hand and struck the rock twice with his rod, and water came out abundantly; and the congregation and their livestock drank.
12And the LORD spoke to Moses and Aaron, "Because you did not believe Me, to sanctify Me in the eyes of the children of Israel, therefore you shall not bring this congregation into the land which I have given them."
13This is the water of Meribah, because the children of Israel contended with the LORD, and He was sanctified among them.
5And the people spoke against God and against Moses, Why have you brought us up out of Egypt to die in the wilderness? For there is no bread, neither is there any water; and our soul loathes this light bread.
14For you rebelled against my command in the desert of Zin, during the strife of the congregation, to sanctify me at the water before their eyes: this is the water of Meribah in Kadesh in the wilderness of Zin.
15And Moses spoke to the LORD, saying,
2And the whole congregation of the children of Israel complained against Moses and Aaron in the wilderness.
3And the children of Israel said to them, If only we had died by the hand of the LORD in the land of Egypt, when we sat by the pots of meat, and when we ate bread to the full; for you have brought us out into this wilderness to kill this whole assembly with hunger.
11And the LORD said to Moses, How long will this people provoke me? and how long will it be before they believe me, for all the signs which I have shown among them?
2And all the children of Israel murmured against Moses and against Aaron: and the whole congregation said to them, Would that we had died in the land of Egypt! or would that we had died in this wilderness!
32They angered him also at the waters of strife, so that it went badly with Moses for their sakes;
11Moses entreated the LORD his God, and said, "LORD, why does Your wrath burn hot against Your people, whom You have brought forth from the land of Egypt with great power and with a mighty hand?
12Why should the Egyptians speak, saying, 'He brought them out with evil intent, to kill them in the mountains and to consume them from the face of the earth'? Turn from Your fierce wrath, and relent from this evil against Your people.
11And they said to Moses, Because there were no graves in Egypt, have you taken us away to die in the wilderness? why have you dealt with us in this way, to bring us out of Egypt?
12Is not this the word that we told you in Egypt, saying, Let us alone, that we may serve the Egyptians? For it would have been better for us to serve the Egyptians, than to die in the wilderness.
27And you murmured in your tents, and said, Because the LORD hates us, He has brought us out of the land of Egypt, to deliver us into the hand of the Amorites, to destroy us.
16And from there they went to Beer: that is the well of which the LORD spoke to Moses, Gather the people together, and I will give them water.
7And the LORD spoke to Moses, saying,
8"Take the rod, and gather the assembly together, you and Aaron your brother, and speak to the rock before their eyes, and it will yield its water; thus you shall bring water for them out of the rock, and give drink to the congregation and their livestock."
26And the LORD spoke to Moses and to Aaron, saying,
27How long shall I bear with this evil congregation, which murmurs against me? I have heard the murmurings of the children of Israel, which they murmur against me.
15And the LORD said to Moses, Why do you cry to me? speak to the children of Israel, that they go forward:
8And Moses said, This shall be when the LORD gives you meat to eat in the evening and bread to the full in the morning; for the LORD hears your complaints which you make against him: and what are we? Your complaints are not against us, but against the LORD.
22And Moses returned to the Lord and said, Lord, why have you mistreated this people? Why is it that you have sent me?
22And at Taberah, and at Massah, and at Kibroth-hattaavah, you provoked the LORD to wrath.
13Is it a small thing that you have brought us up out of a land that flows with milk and honey, to kill us in the wilderness, unless you make yourself altogether a prince over us?
41But on the next day all the congregation of the children of Israel murmured against Moses and against Aaron, saying, You have killed the people of the LORD.
15Who led you through that great and terrible wilderness, wherein were fiery serpents, and scorpions, and drought, where there was no water; who brought you water out of the rock of flint;
10Then Moses heard the people weep throughout their families, every man in the door of his tent, and the anger of the LORD was kindled greatly; Moses also was displeased.
11And Moses said to the LORD, Why have You afflicted Your servant? and why have I not found favor in Your sight, that You lay the burden of all this people upon me?
20Behold, he struck the rock, that the waters gushed out, and the streams overflowed; can he give bread also? can he provide flesh for his people?
17But with whom was He grieved forty years? Was it not with those who sinned, whose bodies fell in the wilderness?
41And Moses said, Why now do you transgress the commandment of the LORD? but it shall not prosper.
40How often did they provoke him in the wilderness, and grieve him in the desert!
24And all the Egyptians dug around the river for water to drink; for they could not drink of the water of the river.
